presently i am working at dubai but i don't have any diploma but i have more than 4 years experience, shall i apply for uk? for that should i required any registration like others? if it is to whom i have to apply.

I think the best thing you can do is to register for a correspondence course. The successfully completing of the IAHCSMM course qualifies you to take the IAHCSMM certified registered central service technician examination. Probably OTEN provides a similar certificate.
